International tuition fees are 14,000 Euros per year. The University also offers generous scholarships as tuition fee waivers up to 6,000 Euros available across both years of study.
You do not have to pay tuition fee if you:
- are an EU/EEA citizen
- are equivalent to an EU/EEA citizen (i.e. citizen of Switzerland)
- have a permanent residence permit (type P)
- have an EU Blue Card
- have a continuous residence permit in Finland for purposes other than studies. However, please note that in the following cases the tuition fee is charged:
- If the first residence permit in Finland was granted for the purpose of studying, tuition fees must be paid, even if a type A permit is later obtained on other grounds.
- If the type A permit is based on family ties, and the family member originally came to Finland on a residence permit granted for studying, tuition fees are required.
- If the type A permit is granted for studying, tuition fees are required.

Course overview
Preparedness and Resilience is implemented in collaboration with the Master's Programme in Administrative Sciences. The curriculum emphasizes a multidisciplinary approach to national resilience, combining perspectives from comprehensive security models, policy and governance studies, security law and standards, regional and security studies, geopolitics and the security environment, and complexity-aware approaches. Particular emphasis is placed on the fundamental importance of education and critical thinking as part of multi-stakeholder democratic governance and strategic planning for preparedness and resilience.
Special learning outcomes provided by advanced studies in preparedness and resilience
Upon graduation, students will be able to:
- Critically analyse and interpret the global resilience and preparedness operating environment of organizations and regions from a multi-disciplinary perspective
- Provide research evidence-based solutions for how to develop the operations of organizations, regions and multi-stakeholder networks from the perspective of resilience and preparedness
- To apply the knowledge and collaboration skills required to lead and collaborate within multi-stakeholder networks
- Anticipate, prepare and plan strategically for possible future threats and challenges facing organisations and society.
The dual-language programme (120 ECTS) includes the joint advanced studies of the Master's programmes in Administrative Sciences, the programme's own advanced studies, communication and language studies, and other studies. All studies can be completed in English, and the advanced studies in preparedness and resilience are organized only in English. If the student chooses Finnish as the language of study, students can complete the advanced studies other than preparedness and resilience in Finnish.
